We practice U.S. Immigration and Nationality Law world-wide. Candace L. Cowan and William H. Hoover, Jr. are Board Certified in Immigration and Nationality Law by the Texas Board of Legal Specialization. Our headquarters are in Houston, Texas, and we have an affiliated office in Taiwan. We represent Clients throughout the United States, and before U.S. Consulates around the world.
In appropriate situations, we travel internationally to meet with our Clients.

Client Service Policies and Practices
All Client's communications with our office should be answered by the recipient as soon as possible--never more than 24 hours from the time of receipt. Our Attorneys should be available to personally and promptly reply to a Clients every inquiry. Quality, access to information, and at a fair price is our motto.
Candace L. Cowan
Candace L. Cowan has been practicing U.S. Immigration and Nationality Law for over 25 years. She has been Board Certified in Immigration and Nationality Law by the Texas Board of Legal Specialization since 1979. She is a graduate of the University of New Mexico, graduated cum laude from the Baylor University School of Law, and received a Masters Degree in Interamerican Law from the University of Miami School of Law. Candace was a former Employee of the White House, working in the Executive Office in the Special Action Office for Drug Abuse Prevention. She traveled much of the world negotiating drug related treaties between the United States and other countries to initiate a uniformity of thought regarding drug abuse prevention and treatment, and law enforcement. She is a member of American Immigration Lawyers Association and has served as an officer in the Texas chapter and in other capacities. She is a frequent lecturer and has published several articles about Immigration law and procedures.
William H. Hoover, Jr.
Mr. Hoover has been practicing Immigration and Nationality Law since 1975, and has been Board Certified in Immigration and Nationality Law by the Texas Board of Legal Specialization since 1984. He is a graduate of Indiana University, and the University of Houston Bates College of Law. He is a Vietnam Veteran. He served in the Republic of Vietnam as an Infantry Captain in the U.S. Army. He was a Helicopter Pilot and served as a Flight Platoon Leader, then Operations Officer with the 336th Assault Helicopter Company at Soc Trang in the Mekong Delta region. The 336th AHC primarily supported Vietnamese ARVN troops, and secondarily U.S. Army Special Forces units with their Vietnamese troops. Mr. Hoover is a member of American Immigration Lawyers Association. He has spoken as an instructor at Immigration seminars and meetings, and he has authored articles and guides about Immigration law and procedures. He served for many years as the Chairman of the Unauthorized Practice Houston Committee of the State Bar of Texas.
